Can I be fined for driving too slowly?

We all know South Australia has stiff penalties for speeding, but can a driver be penalised for travelling too slowly? We’re glad you asked.

What do the rules say?

There isn’t a formal minimum speed on SA roads. But, under the rules, motorists mustn’t drive abnormally slowly to obstruct the path of other vehicles.

There are legitimate reasons to drive below the speed limit. This might include poor road conditions, inclement weather or low visibility, or when there are people near the road.

If a queue of vehicles is forming behind you or you are causing other vehicles to brake or take evasive action, you might be driving abnormally slowly.

Why is there a rule?

There are various places on the road network where keeping traffic flowing is critical and where abnormally slow drivers may put themselves and other people at risk. For example, tunnels, highways, and rural roads where speed limits are higher.

What’s the bottom line?

The short answer is, yes. You can be fined if you’re deemed to be driving abnormally slowly and unreasonably obstructing other vehicles. The penalty is $149, plus the $108 Victims of Crime Levy.
